14 This year the staff who were made surplus were much more heavily concentrated than previously in one department which made up 64% (502 staff) of those receiving payments. The department concerned report that:
15 "the drop in FTE numbers and the rise in the number of severance payments are as a consequence of ongoing design and implementation of new business processes."
16 There has been little restructuring in other Public Service departments (with 277 staff receiving severance payments). In total, 779 Public Service staff received severance payments as a result of restructuring, almost the same number as in the previous year (790 staff). The trend in restructuring is shown in Figure 1 below.

17 The average payment across all departments was $36,259, slightly higher than last year's figure of $36,088. The numbers receiving payments in the selected State sector organisations fell to 60% of last year's number, although the average payment increased by 19%. A summary of surplus staffing information is shown in Table 3 below.
