Head of State Services and State Services Commissioner Iain Rennie today released a report identifying good practices and drawing practical lessons from 21 agency performance improvement reviews completed since 2009.
The report, entitled Getting to Great: Lead Reviewer insights from the Performance Improvement Framework, was jointly authored by PriceWaterhouseCoopers (PwC) New Zealand partner Debbie Francis and former Secretary to the Treasury Dr Murray Horn.
“One of the challenges identified in the report is that agencies need to see themselves not as an isolated organisation working on a particular problem, but as part of a system working together to deliver better results for New Zealanders,” Mr Rennie said.
“The Getting to Great report gives useful and relevant advice about which agencies are doing well, and how they are doing it,” the Commissioner said.
“We know that New Zealand has a high integrity public service, high performing in some respects and is good at responding to ministers. It is good at managing issues of the day like the immediate response to the Canterbury earthquakes, but there is much work ahead if we are to build better public services that can deliver the most value for New Zealand over the long term and where it’s needed most,” Mr Rennie said.
The release of the report coincides with the recent gathering of the top 200 senior leaders in the Public Service in Wellington.
“I want our senior leaders to use the report to assist them to bring a broader perspective and fresh thinking to their work to ensure their organisations will deliver sustained superior performance,” Mr Rennie said.
Iain Rennie said that, as the Corporate Centre of the public sector, the State Services Commission, the Department of the Prime Minister and Cabinet, Treasury and functional leaders often get requests from chief executives, boards, senior leaders, researchers and others wanting more information on where the good practice is.
