There are two critical results areas: Delivery of Government Priorities and Delivery of Core Business. Under each of these are several lead questions.
The organisational management part of the model contains four critical areas: Leadership, Direction and Delivery; External Relationships; People Development; and Financial and Resource Management. Each critical area has a number of elements which contain lead questions. The set of critical areas and elements are based on management models from international and New Zealand public and private sectors. These critical areas are considered the most important for organisational management excellence.
Lead questions are supported by lines of enquiry and best practice indicators to guide the work of the review team.
