This paper examines the latter aspect of this dilemma, and suggests a way forward using a 'value-chain' model. The multiple benefits of resolving this quandary are identified in this paper - working towards the overall goal of a long-term increase in policy advice skills engenders advantages for the Public Service as a whole, for Ministers, for advisory staff, and for training providers.
